In an attempt to make important City information easier to
access for citizens, the current "work in progress"
5-year budgetary projections for the City of Haverhill are now
posted on www.haverhillusa.com for your review.
Please note that these figures are the latest "draft"
calculations as of November 22, 2002. They have not been approved
by the either the Mayor, City Council or School Committee and
will be frequently updated. However, they will be the basis for
on-going FY2004 budget meetings between the City Council's Administration
and Finance Committee and Mayor Guerin. You will have access
to the same information that is provided to the elected officials.
This is the first year that Haverhill will be looking at 5-year
projections (long range) before making budgetary decisions for
the next fiscal year. In fact, in the past, the City Council
has not been provided with the next fiscal year's budget (1 year)
until May, or about 45 days before the Council's approval must
be made per State law.
While the projections are today's best guess, they do provide
insightful trend information that helps the City understand likely
resource shortfalls and how to plan ahead to account for these
shortfalls so they are not a surprise at the last minute. Soon,
I will post the "draft" 5-year capital improvement
plan that has been initiated by Mayor Guerin. This will be another
valuable budget planning tool that will also be frequently updated.
Finally, the information will likely be hard to follow. I'll
try to provide clarifying information. Please feel free to inquire
about any detail, and I will try to be the conduit to get answers
